You should be able to ask questions about anything, and beyond that, you should expect to be able to get a reasonable and complete answer. If you can't, there is probably a severe problem, and its with him, not you.
That said, I totally agree with the comment that timing is everything, and there can be inappropriate times.

Of course not. Unless you're trying to rehash old situations that have long been settled (like contractual terms, et cetera), then you do have a right to ask questions reguarding the relationship. If you have a legitimate concern, then it would be detrimental to the relationship to not bring it up.

I think a submissive/slave should always be allowed to ask questions. But it a sliding scale, before you pull out the "because I said so" card.

Example:

Master: "Clean the kitchen, please"
slave: "But why do I have to do it right now?"
Not an acceptable response in my book.

Master: "We're going to the movies today at 8pm."
slave: "I found the same movie showing at 2pm, and it will save us money, is it OK if we go then instead?"
That sounds like a perfectly valid, and welcome question in my book.

Questions that are for a valid reason and beneficial, I think should always be welcome.

Just my 2 pennies.
