Tons, depends on the submissive, ther interests, your interests, where "public" happens to be (I got away with more in Vegas than I would in Nashville) and if you have your head stuck in things that are specifically BDSM related or you are actually being realistic and considering things that are vanilla and can have a D/s twist becasue of who you are and not what you are doing.

For Fox and I, our most public display and the one he finds hottest to the point of going out of his way to give me chances to do so... is paying for somehting and my entering his PIN number when he uses his debit card. The implications of my control over him are enormous in that act, but almost no one else would understand if they saw us do it.

OP, you can do anything you're imagination can come up with. Think about where you are going, and what won't get you arrested.
examples

Sub can always walk a half step or one step behind on your left side (pretty simple)
Sub can sit at your feet if at the park or something. (again pretty simple)
Sub can be out in skirt or dress and pantiless.
Sub can be wearing small butt plug or insertable while out.
Sub can be required to hold door open for people.

Sub can be blindfolded and tied to a tree in the middle of the park (could be dangerous)

Sub could go tolpess (if legal in your state/province etc)

Little imagination goes a long way.

Anything you want or your imagination can conjure up - as long as you are careful and don't risk getting caught.

Oh, nifty one! Around here it wouldn't work so well...usually one of us pays while the other wrangles the kid and the groceries, but when we're out alone sometime or the kids are older, I think I may work that in.

To answer the OP...I'm kind of working on that one myself. There's sneaking the occasional pinch, grab, there's stuff under the clothes, and there's whispering in ears to start with...

There are many things that can  be done that in legal ...it is about control   and knowing what might make the sub slightly uncomfortable or self concious   to create slight mind fuck for example is the sub uncomfortable buying condoms.. if she had to buy would she likely hide the box in the shopping cart under the groceries .. instead you have her pick out and carry  around in the store for a bit and them to the checkout in hand.  and pay for herself.  it she the jeans and tshirt type person.... then have her wear a dress and heels or something slightly more revealing or sexy...best in an area not around her home where it may cause problems in her vanilla life or mismatched socks under long pants which most people would not notice but because she is aware of would make her feel self concious of... I f she typically would wear a one piece bathsuit to a beach then purchase something more revealing that she has to wear..if she is a bit shy about sexuality take her into a sex store to buy a dildo or to Walmart to buy a g-string or enema kit.... don't go too overboard you looking toopush the discomfort and  embarrass somewhat  not to mortify

My submissive is to refer to me as Master or Lord at all times, even in public, and nobody will ever notice, you can lead them without anyone the wiser, and get away with jus about anything (and this is in a state that has the only co-ed college that gives citations for hand-holding

look up BYU sometime.... there are places there that two people of the same gender can get ticketed for talking

rofl Asher, i went to the 2 year version of that college in Idaho and i got kicked out of class twice for wearing jeans.  you know, the boys had old ratty jeans on and mine were nice and looked damned good on me too.  the 3rd time i was sent to the deans office and by the time i left, he was laughing his ass off and telling me to follow the rules as best i could....i have a way with deans lol....[;)]
