The first thing to do, in my opinion, would be term limits for Senators.
Sen. Robert Byrd, D-WV, is serving his 9th term. Yes, I am embarrassed by this. A woman running for Congress against Capito, R-WV, says she wants to "change the government". That has become a rallying cry for Dems this year. Her claim to fame? Serving as an aide to Byrd. That is what I call irony.
If you really want to change the government, start with the Senators.

Shorter terms render politicians more accountable (in theory).

But, assuming you want real change, the will to make politicians accountable has to exist among the people. Otherwise, there'll be plenty more corrupt politicians to replace those booted out after a short-term stint in office.

I'm against term limits for two reasons; why kick out someone doing a good job, arbitrarily (sp?), and if the majority do want someone out of office, they have the means to do so.

What about an election every 2 years, rather than limits? That way, there's more of an incentive to perform, and those performing are kept in post.

This all assumes that people have a clue on the essence of politics, which I doubt very much.

The politicians aren't necessarily the problem........

When West Virginians look around and see Robert Byrd's name on everything in this state, including high schools, they think, wow what a great job he's doing for the state. But what he's really doing is raking in the pork without a real plan for the future.
Living off the government is not a long term plan.

I'm just guessing here, but I'd say that (at least theoretically), a head of state has more potential for abuse of power.

That was a terrible idea they enacted after FDR kicked the bucket...I for one would love to see another four years of Bush . Best president we ever had, there hasnt been a terrorist attack on us soil since 2001, two middle eastern dictatorships have been overthrown, thousands of terrorists killed, Saddam Hussein has been executed, its been a hell of a run and I would love to see it go on for another 4 years...

lol, no, you're right, it isn't always just the politicians buggering things up.

The 2 year terms aren't a bad idea, in terms of keeping them on their toes, but people rail against what seems like non-stop campaigning now as it is..... would the pols have time to work, or would they be on the trail sniffing for votes constantly?

Maybe add a law prohibiting such except in the 1 or 2 months prior to election?

The senate has more power than the president. And they are less scrutinized, which means they have more chance to "get away with it."

Take the Iraq war. Almost every senator voted for it, and yet now they are pointing their fingers at Bush, ahem Clinton.

I understand what you are saying, and I agree.
But I have my issues with Bush. And I think term limits are a good thing, espeically for presidents.

The president cannot act without the Senate, though.

Strict guidelines around funding would help.....supplemented with monitoring and penalties.

No it doesn't give them incentive to perform their duties. It gives them incentive to campaign and raise money instead of being in Washington doing their jobs.

Obama has raised and used a quarter of a billion dollars to become president.
I'm sorry but... couldn't that money be better spent elsewhere?
