This is the scientific explanation:
All babies begin life as females. It is not until about six weeks that babies with a Y chromosone begin to develop testes. Testes in turn produce testosterone, leading to the formation of the penis.
Since female babies have no Y chromosone, they simply develop as planned.
Both babies, then, have female parts. In Men, breasts have no function, but since they do not impair survival, evolution has not selectively eliminated them.
