You're right to stay away from bamboo, and dowels won't work well, either. Look around for some plastic rod. TAP Plastics sells Delrin by the mile, and you may be able to find some decent plastic rods in your local hardware store. (Be sure to chamfer or round the business ends of any canes you make.) While waiting for some yummy canes from England--and boy were they worth the wait--I bought a real rattan basket, disassembled it, and then soaked and reshaped a few lengths of rattan. (If you become impatient with this process, you can always cane your sub before the rattan is completely dry. [:D] ) Honestly, though, I haven't picked up any of my old canes since the good stuff arrived from England.

Oh, bullshit, dowels (proper ones) are excellent.

1.  Birch or if you have to, oak.
2. go over them in detail, get a magnifiying glass if you have to, no knots (they are dark spots, and no discoloration whatsoever, straight grain and not off center where you can see the wood run out on the side into nothing.

3. get them a little thick.

If you want to get a little wicked, linseed oil em up (good job for a slave, rub it in good, polish that bitch...)

I buy mine in bulk off the net and throw about 3/4 of them away (0.18 a throw or something like that.

I know some warn of bamboo etc and the OP wants to stay clear of it, but, for those interested in notice a cheap source for bamboo. While i was in walmart yesterday, looking for new outdoor chairs, i noticed the patio torches. There were dark and light colored bamboo, each about 4 ft long. and only 5 bucks each. Just cut the torch end off and you get a cheap bamboo cane
