For the most part, the items that I got were good quality except for a couple of floggers years ago (but then...you can't buy a good flogger under $50). But keep in mind, I was always very careful in selecting items - I chose items that were not "cheap" for what they were, were returnable, and well described. My strategy was often to buy a small, inexpensive item from a particular vendor, like a leather cock ring...if I liked how it was made, I would then be comfortable going back and buying again from that vendor. If it's a big ticket item you are looking for, I wouldn't go through eBay. Your best bet is to either buy at a local fetish flea market, kink store, or through the web from a reputable vendor/craftsman. One way to find reputable vendors is ask those you meet at play parties or the like where they got that flogger/paddle/straightjacket that they have that you like. I recently spent $400 on a single tail. I got it from a reputable vendor at a fetish flea where I was able to handle (and drool over it LOL) before I plunked down the cash. I would be very hesitant to spend that kind of money over the web on a whip, and I would *never* have spent that kind of money on eBay.
