I would practice 'mocking' up the ways in which you can have plug harnesses so by the time you buy a bespoke one, it really is going to be comfortable and worth splashing the cash on.
I have found that something simple like a medium width leather belt around the waist is a good start. Put two metal rings ( like small cock rings) on the belt so that a piece of rope can be tied from one down front, undergenitals ( or use ring to hold genitals if a man) and then up, through bottom cheeks to second ring. This way you can feel how tight you need the harness and whether a simple one like that would work. You may find you need extra straps coming round top of thighs or around hips. I enjoy making things out of regular easy to find materials as one can adapt and change according to mood and need.
Rope for easy to keep clean every day use. Leather strip for a more fetishy look. Leather strap for a harder feeling of containment. Chain of varying types for a cold, hard, even a bit painful way of doing it. Good for punishment or making sub/slave aware of the whole situation. A whole variety of options for very little money.
I find that bought items are often made on the basis of " one size fits no one ' so if you are going down the route of getting a leather worker to make one, then make sure all measurements necessary are given to help with fit. I know when I had a corset made, I gave what seemed like 300 different measurements but my goodness, it fits perfectly.
