I apologize in advance if my questions sound dumb, but I'm a newbie when it comes to knowledge about queening. First, exactly what is queening and how does it differ from SCAT play? Health issues with SCAT are being discussed in a separate thread here. On a side issue related to that, I have a question for the Dommes who include queening as part to their lifestyle with their subs/slaves. Do you make any preparations prior to queening your sub/slave? In other words, do you wash before the session? I ask this because I imagine the same health concerns arise during a queening session as do during a SCAT session.

By "queening" you mean "using a man's face as her bicycle seat?"

Queening involves a domme sitting on the subs face or using a queening bench or stool to sit over the sub so that his face is very close to her. Queening differs from scat play because scat is specifically shit play, in other words, play that the deliberate use of shit such as a woman deficating on a sub, having him crap in his pants, having the sub consume her waste, covering the sub with her waste, and any other variation that you can imagine. Some dommes clean themselves beforing queening and others prefer to be dirty and then licked clean or to have a strong smell. Some will also do this while on their period. Health concerns involving bodily fluids (not just scat) can always have health concerns but this goes into knowing and trusting that your partner is healthy. Aside from precautions, the risk is weighed against the benefit like any other type of play.

Queening is face-sitting. It can be done with or without smothering. Or, my fave: as a prelude to peeing in my slave's mouth. SWEET.
Basically queening is just one way for a submissive male to eat his Domme's pussy. If she lies flat on her back and he eats her, its not queening. The positioning of the slave's face/head underneath the Domme while she "sits" on it for the purpose of oral service, is what makes it queening. There are queening chairs and smother boxes (search the forums or google for more info) but my personal fave is to just get down on my knees or squat down with one leg on either side of my slave's head, and have him service me.
Scat play is poo play. It can be anything from watching someone take a shit, to being shit on, to actually consuming it, either from a plate or right from the source. For most people it is a hard limit.
I practice good hygiene, but I also make sure that my slave has excellent oral hygiene. I don't "session". D/s is mine and my slave's lifestyle. So I don't do any special prep for it, no. I just keep myself very clean as always.
Proper hygiene can limit the spread of disease, but is not a cure. Plenty of contagious diseases can be spread through oral and anal or scatological means. So be careful.

Basically, queening is face-sitting, and it is her choice whether her demand is for rimming or cunnilingus or both. A queening stool or seat is simply more comfortable for the femdom (speaking as one with congenitally bad knees), and has the added benefit of positioning the sub so that s/he is able to provide the service longer and with less ergonomic difficulty.

A domme choosing to inflict more discomfort may remove the sub's neck support; I wouldn't, because I'd rather have more fun during the scene, and afterwards have a sub without neck problems! (I have had a repetitive stress injury, and it was both extremely painful and caused me quite a loss of income and time.)

To answer the OP's question, in theory, rimming presents the same dangers as scat play. To have "safer sex" one would normally utilize a dental dam for their protection. Amen to that! As a result of an auto accident, I have a fusion at the base of my neck. If a Domme wanted extended attention of this sort, or for that matter, even short amounts of it; regardless of how intense my desire was to provide it, I'd still need to have my neck supported!
