hi there i have just moved to manitoba Canada and was wondering if there is any one out there that might know how i might hook up with the local bdsm community?

Manitoba has quite the thriving community. I'd try getting involved with the Black and Blue Ball ( http://www.theball.ca/ball.html ). If you don't live right in WPG this site also has links and such for those outside of the city.
