Because the cost in social issues of people being without housing is huge. You lose your house and don't have any savings so you can't rent an apartment. If you had any savings, they went in trying to keep the house. You wind up sleeping in your car and your kids go into foster care because you can't take care of them. Since you haven't any place to shower or change clothes, you lose your job which insures that you won't be able to reacquire custody of your ums. Empty houses are not taken care of, the foreclosure company rents it to anyone with ready cash without looking into them. Tenants do not have a vested interest in keeping property values high so neighboring houses become less attractive. People who are jobless and/or homeless, have lost their families are more likely to become drug and alcohol users, endangering others through their actions. Higher rates of spousal and child abuse if the family is still intact. Higher rates of elder abuse if forced to move in with elderly parents. As a result we see higher costs of social services; police, fire, emergency room use; foster care, shelters, etc. Short lesson in why it is a bad thing to destabilize neighborhoods and put people on the streets.
