Let's say a company refuses its female workers wear trousers; or that they don't allow short hair, on the basis that it's not 'feminine' enough. Or that men have to be shaven just so, and get their face inspected ever morning... where does it stop? I'm freaking out here.

As long as you have comparable requirements for both genders, can prove that there is a "good reason" for the rule, it will fly. The company that had the female hair rules had similar rules for men. No crew cuts or shaved heads, no hair longer than the top of the jawbone, and only black, brown, or natural red hair, or naturally graying hair, and only short, trimmed mustaches for facial hair. We have places here that don't allow women to wear pants or pantsuits. We have other places that don't allow any facial hair at all. MOST places don't allow piercings aside from one hole in the ear in women for earrings. Only a handful allow visible tattoos.
Much of the city isn't that bad, but the financial and oil companies here are more ultraconservative than you can imagine. Their HR departments will also tell you things that -aren't- in writing... but if you don't abide by them, you might as well kiss your job goodbye. These include telling you what you're allowed to have showing on your desk, what color makeup or lipstick you can wear, etc. It may not be -legal-, but the truth is that nobody says anything about it, because they all want to keep their high-paying jobs (and yes, these jobs do pay substantially better and have significantly better benefits than almost anything else in the area.)
