I thought the same thing at first, until logic and my history kicked in. Going to the loo then didn't mean undressing like now but modestly and discretely hiking up the many, many layers of skirts, petticoats and chemises to squat rather indelicately over the pot. Simply put - you could't take them off until you got undressed that evening. Hence the open crotch style.

On the same story, Her Majesty was one BBW... A 66" bust? with a 50" waist? At 5' tall? Wow....
