Ask your black smith shops, welding shops, or metal fabricators. Many of these will be happy to make the item shown. How much you tell them why is your call. I would approach them for purpose of reenactments of old west, early american law man shows. NIce part is you can make them to fit size you want.
I could weld up a set of the rings in a hour or two. In my town I could identify 7 or 8 shops that would do them also.
As well as a chrome plater to finish them out. Though I would choose nickel plate or brass.

A rivet could be used anywhere a padlock would normally be used!
