Can anyone help me locate a minister who preforms a BDSM wedding in the west virginia or virginia area.

Hummm...Interesting question. I feel very curious myself to learn if Ministers of this kind exit since i'm submissive...

I am ordained and have provided customized weddings suitable for this, but I am in Texas (and before that in NC). However, we do exist. *smiles*

I have been to a couple of such weddings. One in Chicago, One is St Louis and one in Michigan.

I would suggest contacting local groups and event leaders in the Virginia/WV area, they generally will have more info.

If you cant find one then make one...LOL.
The laws very from state to state so you would have to check but you can purchase a "certificate" online for about $100.00 that when presented to your state will allow someone to marry someone else. So, if you have any real close bdsm buddies you can have get the cert fill out the form at your local city hall and then your good to go with the arangement. You can get the kind of marriage you want at a really low cost.

another choice, is to have a basic at the courthouse wedding, then follow that with a more elaborate collaring/reception, where you can have the kinky ceromony of your dreams.

all depending on where you are in WV, VA, if you know anyone with the 3 Rivers group in Pitt or the Wheeling group. those are about the two largest in that area of WV, PA, and Maryland.

I agree with the making your own suggestion. It's WV, state govenment is minimal. A small fee will most likely make someone a minister capable of performing a wedding.
