Don't take restraints in your carry-on luggage. Indeed. Since 9/11, but its my understanding now that all restraints that are packed in carry-ons are confiscated at airport security points. I used to carry my handcuffs right in my camera bag or laptop case for no other reason than I could, but now its a no-no.
