The people living in Russia at the time heard it only when and if their propaganda minister allowed it, and then in the context chosen by their government masters.

Sanity, the time line to which you linked seems to be about "whether to allow U.S. satellites to be lofted into orbit aboard Chinese missiles." I didn't see anything about selling ballistic missile technology.
