DV's Fox As I understand it, under the Constitution, the House of Representatives was made responsible for initiating any legislation with respect to appropriations, and than the Senate has its shot. That is how it is done..normally. However, the Senate could initiate as they did this evening by attaching legislation to previous legislation sent to that side of the Capital from the House. I guess that's how they got around normal procedure tonight. Maybe someone else is more familiar with the Rules...
