National Guard has been called in to back up police in riot situations. Of course in the case of Newburgh, NY some years ago it wouldn't have been necessary if they hadn't disbanded the mounted police unit. One mounted officer is equal to fifty unmounted in a riot.

The change was actually to the insurrection act of 1807 made as part of the Defense Authorization bill of 2007 http://www.govtrack.us/congress/billtext.xpd?bill=h109-5122 The pertinent changes were repealed in their entirety by the Defense Authorization bill of 2008 http://www.govtrack.us/congress/billtext.xpd?bill=h110-4986
