Mudslinging campaigns work (in conjunction with an education system that keeps a massive part of the electorate functionally illiterate and unable to think for themselves) because they appeal to the basest of emotions. It is that same combination of ignorance and base emotions that feeds into wars, and keeps the corporations, their lobbyists, their media, and their politicians of every stripe rich and in charge.
