LE, I got a chuckle out of the title. EMPLOYMENT is up, I was hoping you were as sarcastic as I, but oh well. In the US we have a public works program, it's call the highway system. How it works is quite simple, build the roads poorly and fix them poorly every year. Planning and foresight have helped this plan along quite well. They put half of the infrastructure under the roads so they have to tear them up as the pipes and whatnot corrode and need to be replaced. They tell the people that here in the NE US the water seeps in and freezes and causes these problems, but I know the truth. When there is a crack in the road and water gets in and freezes it does not make a square hole. In fact it is so good in Ohio that we think of the orange cones as the state flower, the barrells as the state tree and the "CONSTRUCTION AHEAD" signs as the state flag. Some are considering the adoption of the sound of a jackhammer as the state anthem as well. And the trickle down theory is working well. The traffic jams caused increases gasoline sales, makes people keep the car full of coolant and spurs many on to keep the air conditioning in top shape. It increases cellphone use and plenty of other things as well. Perhaps such a plan could work for the UK, just make your roads out of paper mache', it seems to be what they use here. There are jobs, and taxes. Things coundn't be better. T
