Have you thought about chainmail? If made correctly it would be more durable than leather, plenty adjustable to avoid needing really specific measurements, waterproof and able to lock just about any place you want it to. A quality chainmail one would cost more to have made than a leather one, though, so that may be a deterrent for you.
