I thought Lou Dobbs was going to blow a gasket.

To be honest, I don't find it all that surprising. I can think of several reasons that the administration would want to do this in addition to those that were mentioned in the clip. It doesn't surprise me in the least that they'd keep it quiet - the lack of transparency in this administration is well known. What is also well known is their penchant for throwing money at businesspeople. When I heard in the clip that this was a commercial venture, I pretty much assumed that there's some big contributor from the nuclear industry who put a bug in their ear about how awful it would be if the Russians were to get ahead of us in selling nuclear technology and infrastructure to third world nations.
