Yes, I've been through it myself, being former military (as a COMSEC technician) and working for the federal government (and seeing first hand some of the money they just totally waste). It's not like that phone call to your fifth grade teacher woulda cost much of anything for instance. At the very least it took many man hours. Someone had to get my school records, in the mid 80's so that means on paper, and go through it and build a list of teachers then someone had to find phone numbers for each person, challenging since most of my schools teachers didn't live in the county, and then an investigator had to actually call and ask the questions. And that was for one 18 year old electronics tech. I'm going to assume that Secretary of State or AG gets a more in depth investigation. Also the 11 million covers all aspects of recruiting and vetting the 1100+ officials that need to be appointed.
