EU urged to seize Obama security opportunity

Multilateralism has a nice global ring to it, but how will there be multilateral anything from the EU if they continue to hand off the worst of the financial crisis to the member nations' central banks? And, with economics rapidly becoming the foremost security issue in every nation, how can the weak, impotent, and ultimately irrelevant United Nations possibly make a difference?

In other words, what "opportunity" are they talking about?

Maybe because not everyone views the U.N. as "weak, impotent, and ultimately irrelevant".

But who takes them very seriously? It seems most countries only see them as a serious body when it benefits them, much as the U.S. does. We only use the resolutions of the UN to justify our actions and rarely pay attention to them otherwise. They are pretty toothless with no real jurisdiction only opinion. With the U.S. in particular it seems it is the tail trying to wag the dog unless there is a benefit in our acting on thier behalf,or the complaint of the members is so grievous we must act.
