It's up to you if you want to define what "proper" puppy play is and whether or not communication is limited
If you want to use a buttplug-tail, fake ears, and she can only bark, that's great for you. I prefer to let puppies talk since I really like verbal play. But it's up to you what works best for you.
Do you want her to be a playful pup who needs to be trained? If you were into that sort of thing, you can paper train her. Personally, seeing someone pee on papers in the corner wouldn't do it for me. That's not to say I've never had a puppy have to go in the yard, but you define what you like.
Those who enjoy discipline like the idea of using a rolled up newspaper rather than spanking or another implement. I don't like the idea of punishing in puppy play, but you get to choose.
Playful pups sometimes like to play fetch. I like the mindspace of a dog in heat, on all fours thinking about nothing but being filled. I find that more fun than tossing a ball, but to each his own, and they aren't mutually exclusive anyway.
To me, more interesting is a progression. Some combination of collars, leashes, bowls, crawling, tails, ears, humping to come, peeing by lifting a leg, playing fetch, rolling over, and all the other things you've read about here and other sites. Pick what sounds interesting to you, try it once or twice, if you like it, keep doing it
No need to overthink it and assume you have to do it perfectly each time.
And you can certainly cuddle. Puppies are affectionate, it's one of the main reasons people get the things. So you can certainly be warm and affectionate during puppy play if you'd like without breaking the scene/headspace. And even if you choose to not allow her human speech, you can talk to her and get all kinds of communication back that you might enjoy and find informative.
