If a stimulus package is something the President or Congress intends to implement, I think a tax holiday is the best way to do that.

If there is any money left in TARP. Several weeks ago Paulson said he was going to leave the second $350 billion alone.  However, about a week ago, Paulson reversed himself.  Does AIG need more money?  If Paulson can't be stopped, any suggestion seems somewhat academic.

Paulson can be stopped.  Congress has to want to stop him, though.  So far, they seem quite averse to the idea.
