If you're look for tips...
Have this Mistress did what my Mistress did to me 15 years ago. She took me a woman's boutique. Just standing there in the store, with her holding different dresses up to me, embarrassed the crap out of me.
Eventually she took me back into a changing booth, and thew me in, with orders to strip down to my panties. Then she had me trying on different dresses.
When things weren't fitting right, she went out and brought back a saleswoman with a measuring tape. And there i was, standing there in nothing more than a woman's pair of red lace panties. I was mortified.
The saleswoman only smiled, and took my measurements. She said, "Don't worry, we get transvestites in here all the time. You're money's as good as the next persons."
They decided i was a size 10, and my Mistress went back out into the store and returned with an armload of dresses. Eventually we picked one out. Then we went home, and that night she sat me down in her bathroom, and did my makeup. She helped me get dressed for the first time, givine me little tips here and there along the way. When i was completely dressed, she told me we were going for a ride. All we did was drive around her neighborhood in her car - but for me - it was my first time dressed enfemme, so going out in public like that, was quite a thrill.
I'm sure if your Mistress did something similar, her little subbie would be beside himself. If he's too nervous to go out in public like that, she could probably sit down with him at a computer and mail-order some clothes for him. Of course they're going to have to guess at his sizes... but if he's like most closet queens, possibly it won't matter if he's not passable... it may just be the thrill of doing the 'forbidden' that is driving him.
