The shop is german and the whips are from Russia, but i haven't seen any better whips yet. The quality is one of a kind and you don't have to break them in. http://www.schlagzeilen.com/de/shop/326/326-004.htm

Most tack stores carry a good quality bullwhip for a first time user to practice with..... You're question is a bit too vague. Be more specific?

ok more detail, He wants a bullwhip and is a bigenner at it so the cheeper the better. We would like a basically good product but not really spend more then $150
