Seriously, when applied to an organisation, it generally means that people of all genders and orientations are welcome to join/participate. When used by individuals, it generally means that they are open to transgendered people as well as biological men and women. Some bisexuals aren't open to trans people, and some people who identify as straight are fine with trans people, but not people of the opposite biological gender.

I identify as pansexual because the parts between someone's legs are not a determining factor in my attraction to them. I am mostly attracted to masculinity but it doesn't matter if the masculine person is a biological male, female, or anything in-between.

A pansexual organization, on the other hand, as people have said, just means that it is open to people of any sexual orientation, any gender expression, etc. As opposed to clubs that are only for men, women, gay men, gay women, transmen, transwomen, or any other specific gender or sexual orientation that can be specified.

To even further elaborate, lots of queer folks define the "pan" community (pansexual) by its inclusion of straight people. This is because despite what you might think, most pansexual organizations are made up of mostly heterosexual males and hetero/bisexual females. Pansexual Leather groups are generally less diverse in their queerness than other groups and are usually run by straight people.
