Interesting. I like how some people are looking at this.
Before answering the original question, I'm going to repeat what some others have already said. Sub frenzy is absolutely not an excuse for stupidity. Common sense should not fly out the window. It's not a get out of jail free card for any risky behavior that you chose to engage in.
As to the question, you can look at it two ways. Like Aileen and ThundersCry said, sub frenzy for those in arrangements with someone already established to play with isn't exactly a bad thing. It's just a different way of saying that you're excited by playing and experiencing something new. You've got an itch that you're able to scratch. All's good.
The problem comes up when you can't scratch the itch. One solution is to find yourself a reliable back scratcher, otherwise known as a top. You may know someone through your local community who you respect and trust that might be willing to engage in some casual play at your level. Chose someone that you know is responsible. If you don't know of anyone you can think of to fit the bill, ask other submissives in your area.
Before anyone has a fit about that particular advice, I want to say that I've run across this situation in My own experience. A friend of Mine at the time just really needed to play a bit. I matched him up with a top that I know in another location. Everything worked out and no problems came from it. (No, I wouldn't do it for just anyone. At the time, I'd known both of the parties for at least a year or more.)
