Many groups utilize the play space in private homes where alcohol is served. Nobody should be able to tell anyone that they can't have a glass of wine during an event just because it is group sponsored. That infringes on the rights of the property owner.
Another thing that prevents some groups from admitting those in the 18-20 age bracket is the fact that many of them schedule road trips to public play spaces. Most clubs are 21 and up, which means certain members of your group can not go along.
I was simply stating the factual information that I have been to two BDSM events where alcohol was allowed and neither was twenty-one and up. Two that didn't were in private homes, one that did was a public space, the other that private home (though it was not a formal group, but a gathering of friends who met to drink and play together) and there was a dungeon that didn't. It is my understanding that a no-booze rule is common but that is simply my understanding and may or may not be true.
I do believe that groups should be able to restrict their membership as they see fit, be it age, sexuality or drinking - provided they are private groups. If the person hosting the event wants to drink, they have the right to insist on it and the group has the right to refuse to bend it's rules. It'll come down to who wants it more.
