does anyone know if they make transparent collars? if not, how can someone make one?

I'm not sure who "they" are, but any crafty person can make one using a strip of clear vinyl and adding hardware to it just like you would when making a leather collar.

ever see those transparent rods used in the bathroom as places to hang towels or washclothes? that's more in the lines of what i'm talking about...tubular and made into a circle. of course, i know it'll have to be made in two parts, one having a hinge and the other having a clasp.

Acrylic rod isn't that expensive.

I could probably make one for you in my 3/8 inch style collar.

I should add that a polycarbonate is probably better to use since it is less brittle than acrylic but not quite as translucent.

I think you could fashion one from O2 or aquiruim hose, and put a lock on the back, or a magnetic necklace closure, whichever.

You are probably looking for a molded rather than machined acrylic fabrication.  I rarely see acrylic fabrications that large though.  Doing a google search for acrylic and lucite comes up with nothing either that would make me assume it can be done easily.  My guess is that there is a limitation to making clear acrylic that large in an inexpensive manner.

One option would be to cut a plexiglass tube of appropriate diameter to size, maybe 1" high and put  a hinge on the back and a clasp on the front.

Another option similar to the first would be to find a round lucite donut of the appropriate  diameter and put a hinge and clasp on it.  The donut would be more aesthetically pleasing than the cut plexiglass tube.  In addition, the donut is definitely something that could be easily manufactured by molding.

Of course none fo this gets that much closer to your destination.....

Don't different acrylics vary in tensile strength?
You may want to destruction test the first couple of models. If it splits when it flexes, then you'll get visible cosmetic blood blisters. While if it breaks with jagged edges, there are some really bad case potential scenarios.

A strip of Lexan heated and bent around a form should work just fine. If you want it to lock add hardware or a half lap joint with some screws.  I've never seen one but we do all sorts of plastic fabrication  and Lexan is about the toughest clear material you will find and should hold up to some pretty hard use.

Almost missed the part about the bathroom towel rod. Lexan comes in rod form as well. The same fabrication tips would apply.

Lexan is a registered trademark and a brand name for polycarbonate.

I'm pretty busy right now but might play around with making one when I get caught up.

I like the clear vinyl tubing idea with some modifications. It could be heated and flattened to make a thick strip of vinyl. Also instead of flattening it, it could be filled with this: http://www.smooth-on.com/index.php?cPath=1113_1276 to make it more rigid yet still kinda flexible.

shaping it. or getting someone to shape it would be expensive.

You may want to consider a product like Tygon (TM) R-3603 laboratory vacuum tubing.  It is clear, semi-rigid, and is sufficiently heavy walled so as not to pinch or colapse.  A quick disconnect fitting with a barb to match the inside diameter of the tubing could form the clasp.
