So if my boss then tells me I must commit fraud, suppose I do so... then who is to blame?   On the one hand he ordered me. On the other hand, I committed the act.

If the OP commits a small infraction, then they might use it against her to get her to commit bigger infractions.
If she seems to judgmental of the acts, they will look to destroy her.  
So she has to be aloof, unconcerned,  yet a worker filling the actual job duties- to buy her time to move on. 

In the legal world- it isnt enough to be "right"  one can be right and then have to pay $200 an hour attorney.

Hopefully they dont back her into a corner.     So on that- I would put my application in elsewhere.

Employers can get rid of anyone they want. and they do.

The thing is- if this fraud is so huge- that it becomes explosive- is the mortgage worth the court dates that could ensue.
Only she can know that.

I agree with you... but it doesn't change that your provided excuse will usually be considered hostile, and can be a reason for immediate dismissal, that's all I was saying.

There's some really good advice here. Vendeval, Steel, Honsoku, Firm among others all offered good options. It's easy to sit outside this type of situation and assume a high ground stance. Much different when you're in it. I'll second the notion though that if it ever is exposed, you could suffer for your part in it, no matter when it started and when you became part of it. There are a lot of people in this world with charges on their record who had a minor role in the grand scheme of things.

I know what it's like to be between the rock and hard place of needing the income and needing out of the place providing that income. Do like Vendaval said and document everything. Be a documenting packrat. If anything ever does hit the fan, it may be what saves you. One thing is certain, if you don't have it, it will be your word against theirs.

I am about to go away for the weekend and so won't be able to read anything else before Sunday evening.

I am really touched by all your support. There is so much food for thought here and enough information for me to make an informed choice of what to do.
