"I've checked on this one and I'm 95 percent sure it's not an April Fool's gag, but here it is: A Texas legislator has added a provision to the state budget which would essentially ban Windows Vista from being purchased by any government agency in the state.
 
I've never heard of a technology-oriented bill with such a pointed focus, but in the bizarre world of Texas politics -- where new laws frequently have to be appended to the state Constitution, which has now been amended nearly 800 times -- anything goes.
 
The new rule is a rider to the two year, $182 billion state budget that's currently making the rounds in Austin, and it would specifically require written approval from the Legislative Budget Board from any agency (not including institutions of higher education) that wants to by a copy of Vista in any format (either as software or preinstalled on a PC). The McAllen-based senator and vice chairman of the Senate Finance Committee, Juan Hinojosa, who added the provision to the budget, is clearly not a fan of Vista, saying, "Don't buy it, because it's not worth it.""

I have heard of a number of companies that will not use vista becasue it cost too much in problems for them.  Having the first vista... I can totally understand.  I'd like to do something with it!  I was advised to shit can this comp and buy a new one and that was from the man who worked on my comp for five hours trying to keep me going.  Between ms and hp... I am fucked and not even getting a feel good.

I'm not a big fan of any Windows OS. I had a huge number of difficulties with it ten years ago (OK, it was Windows 98 SE, but still... I couldn't afford NT) that I switched back to the Mac OS (pre-OS X) to continue my production work and never looked back.

Despite my personal bias against Windows, I don't believe that it's performance is bad enough to warrant an outright ban. While I may not have used a Windows OS exclusively since the 98 days, I have dabbled here and there with XP and although it still didn't offer me any benefits over my Mac OS, it wasn't that bad. I can't imagine Vista being that bad of an experience... unless Microsoft completely dropped the ball and screwed it up entirely.

Instead of omitting a vendor completely from the bidding and purchasing process, how about the state create a specific list of technical requirements regarding what they want? Valid points to add could be specifying a an acceptable limit for the need to reboot due to an OS lockup, how cyber security threats are managed, etc. Put these specs out to bid and allow ALL OS vendors to respond and may the best proposal win.

As one writer on C|Net wrote, it sounds like someone had one too many "Blue Screens of Death" and didn't know how to deal with it. Perhaps that someone installed something that he or she probably shouldn't have? Perhaps the staff of that someone didn't keep the AV and other security features updated? Perhaps that someone simply didn't know how to operate his PC (not surprising, really)? If all of these are factors to be considered, put them into a spec list for an RFP, get the bids, and purchase something else that this someone can use.

And yet we have 4 machines here, 3 laptops and a desktop running Vista without a problem.. 1 home basic, 1 home premium 64 , 1 Business and desktop running Business Ultimate 32. So far not one problem from any of them regarding operating system or program/hardware compatibility. The desktop is a 939 form factor and that is well out of date as far as CPU's are concerned.

I understand that it's not unusual for large organizations to ban the likes of Vista or IE7.  Both of those cause major IT headaches and with Vista, a lot of custom software doesn't work, works poorly, or would require further expensive upgrades.  For a corporation that lives by the bottom dollar, it can mean the difference between profitable success and outright failure.

As far as government organizations, it's understandable where you have so many separate departments, each operating at different levels of autonomy when it comes to software, but dependent upon public funds.  I believe the Army also has some similar bans on specific software.  By legislating or publishing operating rules, a lot of problems can be avoided.

I think part of my problem with vista is the fact that hp did some special stuff to the machine and the two and updates... don't work well.  At least that is what I was told the conflict was besides the first vista.  Or I simply got a lemon... my second from hp and ms combo... I learned my lesson! And I am not listening to smooth talking, promise making, assuances from salesmen.

If Obama can pick and choose what lines of cars GM can make.  Then what about a step further and say what company's can exist?  Start down a  slippery slope, you never know where it ends.

We are already on that slippery slope and the govt. has been picking winners and losers for 70 years. Get over this recent crap.

In addition, the govt. can purchase or ban the purchase any product or services it wishes. This extraordinary step is as a result of the extraordinary remaining natural monopoly the govt. (courts) left in place with MS and the resulting power of ALL windows.

BTW PC World informs that Windows 7 is an extract and service-packed Vista. Don't expect too much.

And I know that was off-topic, too.  Sorry, couldn't help myself.  As far as Vista, I feel its too incompatible with HP products, like printers, webcams, and all that, plus I don't like all the little warning msgs and alerts that pop up for everything you do.  But how can TX alone outlaw Vista?

It didn't outlaw Vista and didn't need to nor is govt. awarded such power. Texas more than likely in terms, removed it from purchase contracts for state procurement.

I've been a contract admin. under the terms of the GSA Federal Supply Schedules. It can specify and limit among other things, every model, part, accessory, length of service and of course...price. We sold millions worth of supplies yearly, to 6 GSA stores.

You would be in the extreme minority then. Not to mention yours is an all Vista network, where as a large company or government will have XP and Vista mix, and Vista does not play well with others.
