I don't know if this helpful as it doesn't say anything about tail swishing other than the female lifts her tail...you can read about it.

Sorry I am only green broke on the punning.
But I did work at a stable and mares will brace there legs and lift their tail, it seems to list off to which ever side the hair falls no real decided direction on the mares part (but I bet a stallion would push it of to the side he didn't mount from).

Some stallions are downright barbaric in their mating practices, and become so single-mindedly determined in their desires to breed that they could care less where the tail of the mare is.

You want the mare to tease the stallion for a couple minutes by playing with her tail.

When it is determined to mate the mare, a tail bandage is applied which extends down the tail about 30 centimeters.  The mare's genitals are then washed down thoroughly with an antiseptic solution.  When the stallion has an erect penis, it to should be washed in an antiseptic solution.  The horses should be re-washed after mating.  The stallion should be led up to the side of the mare to test her reaction.  If she is receptive lead the stallion to the rear of the mare and allow him to mount.

A year ago (or maybe more), some guy from here sent me videos of horse matings... He actually wanted me to watch him fist a mare...  (me? cuckolding for a horse!) anyway... Uh-hem! In those recordings, the mares just lifted their tails. To which side, seemed mostly a matter of which way the wind was blowing and how strong it was... the wind, not the stud's cock, I mean.

What I thought was odd/interesting was that in all the cases, the mare squirted or peed a little as she stood to allow the male to mount her. One of the signs in much of the animal kingdom is that if the female is fertile -- most likely to get pregnant -- she cooperates and stands to be mounted.
"Rape" isn't part of the equation. If she isn't fertile, she just "won't STAND FOR IT!"

Out on my ex-spouse's family's dairy farm, decades ago, they had a bull run freely with the cows. (If cows don't have calves every year or two, there won't be any milk-- for those of you who don't know. )
The bull would try to mount different heifers or cows. The only time he was successful was when the female stood still. The one's who didn't stand still -- according to the veterinarians -- weren't fertile yet.

heck, like my profile says ... my marriage was so vanilla that even the vanillas would stand around, point and  laugh!
So, I watched the bull do the cows. Those cows! They never even missed a beat while chewing their cud during mating!
It made me feel better... somewhat.
As bad as my husband was at sex, at least I wasn't as bored as a cow!

Ok a serious answer 'cause I'm not as quick this morning as ya'll are....(not enough coffee yet). First of all I have a mare and I'm pretty sure she lifts her tail to the same side most all of the time. Through my own observations animals too have either a dominant left or right side. The boys are gelded but she still gets real excited and I'm sure shes hopes one day they will perform.
I also worked for a Vet who is a breeder of racing throughbreds. When they were doing live mounts or collecting semen they never washed the mare or the stud. They had a teaser horse to check if the mare was ready to stand. That practice is used alot for semen collection, If she responded to him then they brought the stud around.
I always felt sorry for the mare because when they are collecting she never actually gets laid. They catch the stallion's...tool...and place it in a collection thingy I can't remember the name of it. He didn't realize what he was banging and I'm sure at that point didn't care but the poor mare was always left standing there unfulfilled never  getting what she was all worked up for. I wonder if animals feel frustration like people do? And I wonder was everyone else there perving them like I was.....
