Yes, there is still a NG (and other reserves). Perhaps your local armory closed but they still exist. No, it is not solely former active duty military, although that is the predominant membership. There was an is dual control of the NG. The Governor has control wrt to local emergencies, and the branch of the military the NG and other reserves wrt to national emergencies.
