A TV license is a special kind of tax on people that own a television; in this case to finance the BBC. We used to have such an individual tax in The Netherlands also, but some time ago it was abolished and now everybody pays this tax; i.e. the Dutch television is now financed by the state out of the total tax revenue. It is less complicated that way, but of course it shifted the financial power over national television and radio from the citizens to the state.

See Rule we are civilized here in the US... our PBS is supported by viewers and private contributions… They even carry the BBC and its free here…so I thank you citizens of the UK for your contribution to my viewing pleasure. [:D]...now pay those damn taxes

WTF is a "TV License"?

~Dave

*The means by which the BBC is funded (it has NO commercial advertisements)
*Not good value for money
*(with the exception of the cost) A proper farkin pain in the arse if you don't have one and don't need one (wankers banging "ones" door on a sunday afternoon and threatening "one" with warrants! (Wrong "one" to threaten on a sunday afternoon as the wanker SOON realised [sm=evil.gif][sm=evil.gif])
*Not needed by A LOT of citizens who get psychologically bullied into buying one they don't need.

So now I'm curious. Are there underground clubs where one can go and watch all the TV they want, while flipping off the establishment? Or maybe street corners in shady neighborhoods where nefarious characters sell pirated stills from old episodes of Fawlty Towers or Ab Fab?

We have something like it in germany too, and the inspection guys they send out are known for rude, bullying behavior. However, it seems more and more like it will change soon, and the funding for those programs will come out of tax money.

By way of explanation...

This came up a couple of days ago when the TV Licensing authorities once again turned their attention to me after a long break (last year it was something like 36 different letters and phone calls and two home visits trying to convince them that I did not need a TV Licence because I don't own a television and don't watch television).

They've now returned and are asking me whether, after a year have I got a TV Licence. So I called them and told them that my circumstances had not changed and that I don't have a TV Licence because I don't watch television.

The man on the other end of the phone was almost incredulous.. 'What? You mean you don't watch television?'

No I still don't watch television.

I was then asked if I own a digital box, DVD or video recorder, computer or mobile phone to which I replied yes, I have a computer and mobile phone. I was also asked if I watched videos or DVDs and thinking about Youtube I replied yes.

The man was triumphant. 'Well you probably need a TV Licence.'

'So what if I was blind?'

'We would give you fifty per cent discount.' The man explained.

'And what if I only had one eye?'

'I'm afraid you would have to pay the full amount.'

At the time when I started the thread (no plans to develop it into a comedy sketch because the reaiity is often funnier) I felt somewhat shafted in that I had committed myself to living without television, even going out of my way to avoid television, but still had to pay for a TV Licence.

However as I was preparing to set up a Direct Debit for a TV Licence I checked and once again checked my TV Viewer software - 'No signal' as I don't have a TV Card in my computer. I went onto the TV Licensing website and discovered that I actually don't need a TV Licence.

All's well that ends well I suppose, but what got to me was the heavy attitude of the TV Licensing people and their mindset of 'guilty until proven innocent'.

You should write this up as a sketch...it's funny.

I always wondered why Saturday Night Live never did a sketch on Blind Cleaners.

Woman opens the windows, beautiful sunny day, notices some lint or spider webs on her window coverings, tells her husband "Honey...I'm calling the blind cleaners....okay?"....."sure honey....sounds great"....

3 hours later doorbell rings, guy with a white cane, followed by a woman holding on to guy's elbow, dragging a vacuum behind her, sunglasses on both and a seeing eye dog are on the other side of the door....wife says "may I help you?"....."Blind cleaners Ma'am....where would you like us to start?" and they barrel right in, tripping over everything, knocking over lamps, candy dishes and so on....crawling around on the floor feeling along the wall looking for a power socket....they find one, sparks fly when one of them tries to plug in.....

All this kidding around is nice, but the whole concept is a bit bothersome. I know the law is different over there. Over here some people study law and really screw with the court system, and licensing requirements are at issue at times.

The concept involves asserting that a license is a priveledge, and therefore to require a license they must first make the action that the license enables illegal in the first place. Of course in most cases they have done this. And yes that means that driving a car in the US is technically illegal. This leaves many stones to upturn in the ensuing litigation.

But wait now, there are plenty of other issues. For example, I have been known to do a bit of house repair. In some localities you had better not have thrown your old hot water tank on the tree lawn like we do in the dirty city. They will come looking for a permit for the work, and this is on YOUR house !. My response is that I don't need their fucking permission. Add to the the fact that the guy calls after work and luckily there is a new tank in one of our garages or the DIY type store is open late. It is impossible to get a permit and these people need to be on their way in the morning. As a contractor I would have to fight them tooth and nail, but as a homeowner I simply challenge their jurisdiction. I don't need their permission to fix my house. I have also ordered inspectors off my property and refused to sign anything. I do not expect these tactics to work in a foreign country, but you can go pretty far here because they want to retain the illusion of freedom.

Here, they do require a license to transmit though, except on citizen's band radio. Even so you are limited to four watts output. So my buddy and his cohorts "obtain" a transmitting amplifier and retune it to the CB wavelength. It is supposed to be like 50,000 watts but they figured they were getting about 15,000 watts. This dude was bound to get busted. When they came they told him that when he keyed up the mike, his voice echoed all over the police station, I mean he was coming through on the toaster oven and fax machine ! Whaddya gonna do with a guy like that ?

I would not be able to come up with a valid defense in that case even here.

Now in the days before digital they could tell if you had a TV in the house, and even what channel you are watching. But now with digital and say an LCD TV you should be able to get away with it. They used to be able to detect because of the reactive scanning system in the regular old style TVs. They radiate, and in sync with the signal recieved. This is not true of digital.

Now I am not so sure this whole thread wasn't meant as a joke, you never know. But I actually have a question about this. What if you have a TV, VCR, DVD player and so forth but do not have an antenna ? In other words is the license for that or for recieving the signal ? Would you need a license for the fillings in your teeth if they were able to pick up BBC ? lol

Of course leave it to me to bring up such a point. Remember I am the one chomping at the bit for a fight with the RIAA over here, even though I would have have a hard time financing such a battle right now. Perhaps things will be going better next year and I'll just move 50,000 files into my shared directory and see what happens.

Actually in the internet age I am surprised that they are even messing with this TV set licensing BS. Really, as long as that DSL carrier is there I have no need for an antenna. And what if you shot the video with a camcorder, do you need a license to play it ?

Enquiring minds want to know.
