the market has always some one who offers and some one who buys. If BOTh agree there is a deal. So how can one only blame the IMF?

Not really. The amount of strings put onto such loans keep the population poor. Privatizing the public water service- and other stunts- with private property seizure pretty easy. The IMF is a tool to keep the masses desperately poor.
