Try something real slippery, maybe this will help it slide off. What sort do you have? What is the name on it.

Knowing the name of such Chasty Locks will help answer this question faster.

use brass locks, never had a problem with them seizing up.

Why are the plastic locks out of the question?

There are several brands of locks that are specially designed for this, which have their own security devices in place, and which require more than a pair of scissors to remove. We've had similar problems with even good-quality gate-locks when they get wet enough, and the only solution has been to move to a non-metal lock.

That being said, if you really want a metal lock, I'd look at the Hampton Weatherproof series. MasterLock also has a covered travel lock which is highly corrosion resistant.

The security comes from the fact that it is obvious you cut the lock.  Tamper evident is sometimes better than tamper proof.  A metal lock can be picked.  A cut plastic lock can't be made whole again.

Yes, and unique identifiers on each lock, so that the individual locked in cannot just switch out a lock. However, our experience with the good commercial versions of these is that they need at least a pair of wire-snips or paramedic crash scissors (which will cut through leather boots like butter!) to get off.

I usually use a pocket knife to cut off the plastic locks.  Another advantage of plastic locks is that they don't make noise when they make contact with a hard chastity device.  No clicking.  With the Birdlocked, it's not a problem, though.

Get a six pack of brass locks from Ace hardware, keyed alike. Toss the extra keys and switch out the locks now and then.

Use powdered graphite to lubricate the lock pins in the keyhole, not oil. The water dispersant WD-40 will help to dry the lock. Although WD is fish oil, it is not a great lubricant and but will still attract dust so a light machine oil is best in the hoop catch.

If you swim in the ocean or silty water, cover the keyhole with tape!
