Reading the two quotes I would say it is the American College of Surgeons who got their facts wrong.

Nowhere in Obama's quote does he say that amount goes strictly to the surgeon.

Those are very plausible, in fact likely understated, charges overall for am amputation including drugs, tests, and hospitalization costs.
