Am I missing some type of protocol that makes these things acceptable, in international politics?

Based on the incline of his head each time he reaches out (tilting to the side and not fully facing foward in a bow) and the angle of his hand (palm slightly up, relaxed, and not actively showing that he wants to be on equal footing with each person), I'd say he's making introductions instead of trying to shake hands.

On reviewing them again, I think you are correct.

Despite the "other poster" above, I was really confused, and wanted someone else's input.

I concur, looks like introductions being made tho I can see how folks could mistake that for snubbing.[:D]
