1. Georgiana, Duchess of Devonshire (fascinating lady according to her biography, practically ruled her political party at a time when women are thought to not participate in government but she advised the King himself at times.) 2. Abraham Lincoln. Or George Washington. Or Thomas Adams/Thomas Jefferson. Would the entire Constitutional Convention count as one or too many? (Yes, I'm a history geek, the others considered would be Marie Antoinette - I'd love to know if she was really as simple and stupid as she's made out to be, King Louis the XIV - the Sun King, Joan of Arc, Cardinal Richelieu, William Shakespeare, Christopher Marlowe, Cleopatra and Ahkenatan, the Egyptian Pharoah who changed the whole country's religion to worshiping the first monotheistic god, Atan, the Sun God.)
