Sea Story
There's an old sea-story in the navy about a ship's captain who inspected his crew, and afterwards told the chief bosun's mate that his sailors smelled bad. The Captain suggested perhaps it would help if the sailors changed their underwear occasionally. The Chief responded, "Aye, aye, sir, I'll see to that immediately!"
The Chief headed straight to the crew's berthing quarters and announced, "The Captain thinks you squids smell foul and wants you to change your skivvies. And so, Sproul, you change with VanBuskirk, McCarthy, you change with Carney, and O'Leary, you change with Hewitt. Now turn to!"
THE MORAL:
Someone may be promising "Change", in Washington ; but don't hold your breath waiting for things to smell any better.
