So I've had two interesting, fun, and profitable ideas when I took a look around Victoria and realized what it was lacking and what needed to be improved. The problem is that I have no idea how to go about turning these ideas into realities, or to even get people interested into supporting them or investing in them. I'm not a scammer and honestly want to know how to properly go about setting up a small business and an annual event. There is no way I can afford to do either myself and I doubt I would be able to get a bank loan as I am only 22 years old. The ideas are solid though, and I honestly feel that Victoria would benefit greatly from both of them.

Can anyone offer me any helpful advice? I love this city, and want it to prosper and grow.

Talk to the city council. The Chamber of Commerce. Local business owners.

Could you do this as a nonprofit?  If so, you don't get a loan - you go to local businesses and foundations and sell your idea to them.

I don't know what it's like over there..but there're these institutions here that help people putting their ideas into action and give them access to minimal facilities so they can start their own little company or at least a facility where they can work on their ideas and get counseling if needed.
The university I'm at has one, there the pioneers can also get the help of (mainly master) students who can help them out at least a little bit, business wise and legally or at least pointed them in the right direction for free.

We have the business centers at universities who will help sort out the plan, the options, write the things that need writing for grants, loans, whatnot

be mindful of re-doing what is already done.   So do not re-invent the wheel.   You might benefit to team up with a likeminded person or group.
