It was an irresponsible lie started by the members of 4chan (one of the sleaziest sites on the internet).
The article's author misunderstands the point of the meme. No one is accusing Beck of raping a murdering a young girl in 1990. People are just asking questions about why he doesn't come forward with proof that he didn't.
This is simply turning Beck and the birthers bizarre accusations around and pointing them at him.
