should a women or man be punished for having skidmarks in their panties or underwear or dose it depend on their age.

Well, if they're 80 or older, they should get some slack, no?

Are they ill?
Perhaps an illness causes them to have problems and if that is the case of course not.
You state woman or man so I will assume you are not speaking a child, so then as far as age is concerned if they are where their age has made it difficult for them to take care of themselves then of course not.

However, if they are in fine health... And good age... and are a sub/slave... and the Dominant wishes to punish them for such filth, then by all means let it be done.

However, unless they have a Dominant, then you have no right and no reason to even know if they have such and you cannot punish them... Now that I have answered this disgusting question... YUCK!!!!!!!!!!!!!!!!!!!!!!!
