Perhaps its time to set "playtime" with your stepbrother aside to find another partner; one that's more appropriate and definitely not part of the family dynamics??  I strongly urge you to consider not only your stepbrother's mental & emotional health, not just now, but long term as well.  You may want to think of yours as well!  What you describe is very likely not at all a healthy situation, regardless of whether either of you have reached the legal age of consent (presumably having given it with sufficient knowledge and without duress).

Guess it depends somewhat on how well one wipes doesn't it?  If one is truly concerned about safety, dental dams or saran wrap would seem to be the only appropriate way to go; perhaps in addition to using anti-bacterial soap to wash their partner's asscheeks first...
