They make tracking a runaway easier. I've heard some speculation that you could make it two-way: recieve as well as emit signals. While a little chip like that couldn't directly hurt you it might, with the right modifications, be able to relay a signal to your shock collar, perhaps. Or unlock a door so the slave could go out to run an errand...or use the bathroom? There are a lot of possibilities, just waiting for some mad genius to program. :)
