How to spot the difference between drunk and incapable and drunk and disorderly:
This is how the UK police do it.
Come closing time the police officer stands by the pub door all the revelers will leave by.
As they begin to exit he sticks his leg out so that the drunks trip up.
Those drunks that can't get up are classed as drunk and incapable.
While the drunks that get up and start fighting are classed as drunk and disorderly.
Simple eh?
