i believe it references dynamics where multiple submissives exist. there are a number of ways you can setup these relationships. the tier usually relates to pairings where one alpha exists and the other girls fall under her. the scope of responsibility and control given to her is determined by the dominant. some choose to assign numerical associations to each submissive according to their rank and/or arrival in the dynamic. all of these things are hugely influenced by the dominant's preferences.
